On September 14, 2023, the California legislature adjourned the first session of its two-year legislative cycle. October 14, 2023, was the signing deadline for the 1,046 of the total 2,600 bills introduced this year that made it out of the legislature and on to Governor Newsom’s desk.

Among thousands of bills introduced since the beginning of this year’s legislative term, one has swiftly made its way to the governor’s desk with a unanimous yes vote from members of both the Assembly (79-0) and Senate (39-0).

During the 2019-2020 budget cycle, Governor Newsom did not include a proposal to extend the Managed Care Organization (MCO) tax, which expired on July 1, 2019.
